Bio

James (Jim) Wollbrinck is the Director of Emergency Management and Business Resiliency (EM&BR) for San Jose Water.   He is responsible for all aspects of Emergency Management (Plans, Procedures, Training and Exercise); is responsible for Corporate Physical Security Systems and Procedures; and SJW’s Business Continuity Program.  Mr. Wollbrinck participates in many organizations in the security and emergency preparedness field.  He is the Past Chair of the, Bay Area Emergency Security Information Collaborative (BAESIC).  Mr. Wollbrinck serves as the Chair of the Santa Clara Valley Water District, Emergency Management Subcommittee and is the President of the California Water/Wastewater Agency Response Network (CalWARN), now a 501c3 mutual assistance organization. Mr. Wollbrinck serves a Trustee for CA/NV AWWA’s, Utility Management Division.  He is working on utility security and resiliency with US-DHS as a Water Sector Coordinating Council (WSCC) member through the National Association of Water Companies (NAWC), Safety, Security & Environmental Committee.  Along with security and emergency management, Mr. Wollbrinck has been working on Critical Infrastructure and Key Resources (CIKR) and Emergency Fuel Planning for SJW, the water sector and Santa Clara County in general.


Mr. Wollbrinck is a graduate of USF with a B.S. in Applied Economics and holds a Grade 3 Water Treatment Operator Certification through the California State Water Resources Control Boards, Division of Drinking Water and is a former Senior Member of the American Society for Quality.
